why can't I see all of my albums on the photo app on my Ipad

I can see all of my photos I have stored on my MAC when I go to icloud.com. I thought I would be able to see all of my photos/albums when I go to the photo app on my iPad but apparently not. Am I correct or am I doing something wrong? I mean am I missing a setting?

I'm new to the Mac environment coming from windows/linux and the storage of things on the MAC OS is driving me crazy!!!!!!

Thanks in advance. please help me before I throw my Mac mini out the window and go back to my HP PC!!!

If you have iCloud Photos turned on in your Mac and also turned on in your iPad (and they are using the same Apple ID for iCloud), you should have the same photos and albums on both devices if they have had time to sync. Also see: Set up and use iCloud Photos - Apple Support
