Apps notifications stopped working

As the subject says, apps notification stopped working. The only thing I have done to the phone was update to iOS 16 a week or so ago. I just noticed a few days ago that my phone was too quiet. I opened WhatsApp and there were a bunch of messages unread. So, I started checking and I get no notification on any of my apps. If I send, from my PC, an email my mail outlook mail app won't let tell me I have email, but if I open the app the email is right there. Facebook app, who always have a notification up, it's showing nothing. When you open the app, you see there are notifications. Pretty much all apps behave like that. Only notification that works is on the iMessage app. Someone sends me a text and it rings and shows the notification. I checked and done pretty much everything I could find on the internet. Notifications are turned on, focus is turned off, app notifications settings are on, battery isn't on low power mode, etc. Nothing seems to work. Is this an issue with iOS 16? How can I fix this?
