I'm going to buy my wife a new iPad for Christmas, but she has been playing Candy Crush for years on her old one. Will I be able to keep her progress when the apps and files are transferred from her old iPad to the new one?

She will if the app requires an account, if your wife has a account on the app then it will save her progress when she gets a new iPad as long as she signs into her account on the new iPad.
