New to iCloud and iCloud.com in particular.
Once signed in, I select Drive from my un-changed Home page. Once there, all of the buttons are grayed out, so I cannot select to upload files and drag-drop fails without explanation. I have 2.5 GB available and am trying to upload a 150 MB file.
After you log into iCloud, select iCloud Drive. Look to your left, select Browse or one of the folders listed under your favorites.

You can also simply place any file into iCloud Drive folder on your Mac to upload and sync.

you need to be in a folder that accepts uploads. You may be showing "recents" in the left menu. Select browse or one of your favorites to select an upload location.
Please note, that as I stated, I am "New to iCloud and iCloud.com in particular". You presume I know how to do something, like create a folder. Please elaborate, because ALL icons are grayed out.
