The weather app is not asking for the location by itself and it is not an option to just add an app to the location services without the app asking for it (the weather app is not on the list). It is just loading and loading the weather at "my location". I have deleted and reinstalled it. I have disabled and enabled location services all together.
blnt ~ Have you tapped the icon at lower right? ...You should be able to configure locations there – by then tapping the icon at upper right, then Edit List.
