Rebooting a Mac does not remove Pages. Restore it from your Time Machine backup from a timeframe earlier than its removal. Use /Applications/Time Machine for this purpose.

If you don't have a Time Machine backup, then launch the Mac App Store and sign in with the same Apple ID you used to install Pages previously. Press the option key while selecting Purchases, and see if Pages has an Install/Update button. If so, click that. Do not Cancel any dialog that appears afterward. If you are lucky, you will have Pages v8.1 reinstalled which is the last compatible version of High Sierra.
