How to change region?

I want to change my region so that I can enter my credit card information (of current region) into my iPad. But I have a balance of $0.17 in my account which I can’t get rid of in order to do so. I tried contacting Apple support as other users suggested but Apple replied that it wasn’t supported in my region. What should I do now?
