iPhone 14 pro max theft or lost

Hello,

I bought an iphone 14 pro max for my brother, and send it to him with a friend, unfortunately when my brother received the box the phone was not inside, only the cable left.

Our friend said he had it inside of his backpack, during his flight he didn't check or payed attention it the phone was still there,

When i bought the phone i didn't turned it on so no set-up was done hence no icloud account is associated to the phone,

My request is can i have any way to locate the phone through its IMEI? or can we block the phone from being used.
