Photos looks to the wrong place for my pictures

All of my pictures are stored in Macintosh/User/Pictures. Today Photos started to look to Library/Photos/Libraries/Syndication.photoslibrary instead, and comes up with no pictures. How do I get Photos to go back to Macintosh/User/Pictures for all of my imagery? I am running Ventura

iMac (24-inch, M1, 2021, 2 ports)

To choose a library: Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Choose Library'

Are you running a Managed or a Referenced Library?

A Managed Library, is the default setting, and Photos copies files into the Photos  Library when Importing. The files are then stored within the Library package

A Referenced Library is when Photos is NOT copying the files into the Photos Library when importing because you made a change at Photo -> Preferences -> General. (You unchecked the option to copy files into the Library on import) The files are then stored where ever you put them and not in the Library package. In this scenario you are responsible for the File Management.

I have some photos back but am missing a lot and everything is mixed up.

How can I delete this total mess and restore my Photo App with the photos as is all was before noon today? I have my computer connected to Time Machine at all times. I am not real good with this stuff and am a senior whose grandkids are either off to college or live away, so I'm on my own
