How can I update ios16 but do I have to pay money?

iOS updates are always free. Go to Settings/General/Software Update and it will tell you the version you can update to. Note that if you have a beta of any iOS version on your phone you will have to remove it first→How to uninstall iOS beta software - Apple Support

The update is free if your iPad is qualified.
