Having just restored my iPhone 13 and updated it to the new 16.1.1,
This update has disabled the Lightening port on the phone I'm unable to connect via the port even though I did the update and restoration through the same port, a hard reset has not worked either. CarPlay, charging, or computer connection all won't work after this update to 16.1.1

Check for fuzz or debris lodged in the Lightning port and gently remove any found, try a different Lightning cable, and then use the Support link un the upper right and discuss your options and alternatives with the folks at Apple.
I have been able to get connectivity via usb but with a new cable! The old original cable works on every device except the usb in the car. The new cable works on all devices. ? Update has changed the way the fire port works ?

Bad cable, or a marginal USB connector on the cable or the vehicle.
If there were a generic Lightning cable issue with iOS 16.1.1, I’d expect more noise in the Apple echo chamber given the increasing chunk-of-a-billion users of iOS 16.1.1.
I’ve chased lots issues with lots of bad cables over the years, and a sketchy cable gets cut in half and recycled. Network patch cables and frequently-connected cables are notorious for flaky connectors and flaky wiring. Same for internal connectors inside many computers, particularly as they age, corrode, and thermally cycle. And in addition to the usual lack of reliability of most (all?) connectors in all applications generally, these and many other Apple cables contain active electronics within the shrouds. They’re far from simple wires.
Either mark this cable with the fault and use it elsewhere, or cut and replace it.
Check for firmware updates for the infotainment system from the vendor and ensure the latest available is loaded.
Then un-pair / forget the vehicle infotainment system, and then re-pair it.
