I found a Apple Watch Series III that has been factory reset but when I tried to pair it to my phone, it asked me for the old Apple ID but I don’t have it in the watch has been factory reset is there any way to add my Apple ID to it?

You found a useless, to you Apple Watch. So no, you cannot use it. Nor should you feel you have any right to use it. Apple will not unlock the phone for you to use. Smilin-Brian gave the right advice. Do the right thing and turn it over to the authorities.
