my son's iPhone 12 has no way to set passcode???

When I go into settings, there is no set face-id or passcode option. It is running updated iOS 16.1.1

I have it set to auto lock at 30 seconds, but it doesn't actually lock. When we set it up after updating software it did ask us to enter a passcode and he did Face ID, but now its nowhere to be found.
