unable to customize icloud.com home page tile for contacts

I mostly love the new icloud.com home page with its "Customize Home Page" button and ability to add/edit tiles.

The one problem I'm having as of November 18, 2022 is that no matter what I try, I am unable to add/edit a tile for Contacts.

Why is Contacts the only tile that I cannot make into its own individual tile?

In the attached screen shot, you'll see that I'm attempting to edit the existing Photos tile to switch it to Contacts, but cannot do so because Contacts is conspicuously absent from the set of icons available.
