I have Apple Arcade with my Verizon plan, and I can see under my subscriptions that I have Apple Arcade activated, but no luck with no ads. Is this because the plan with Verizon doesn't support the no-ads portion of Apple Arcade? Is there another issue that I should be looking into? I have access to Apple Arcade games and can play those with no ads, but all other games have so many ads.

Having an Apple Arcade subscription doesn't stop ads from other content from showing. That would only be for the actual Apple Arcade games, which you mention have no ads. With that said, it appears everything is working as expected.
