Unpaired Watch S3 stuck in update boot loop

Got a used series 3 watch. I have an iPhone 12 Pro running latest iOS (16.1 as of this post). Try to pair watch and it says it requires update from 6.2 to 8.2.1.

I select setup as new and start the download. 1.8 GB download takes several hours. Then once finished it restarts the watch and message on my phone says downloading to watch it then again takes several hours to complete once that completes the watch just boots again, and again, and again, and again I have tried this process several times, mind you it takes nearly 5 hours per attempt, and every time I get the same result. so frustrating! Please help any advice would be appreciated.

PS I understand that watch needs to be connected to Wi-Fi. The problem is I can’t connect to Wi-Fi because I can’t pair to my phone. If I turn the watch on it just goes to this weird background with the Apple logo and a geometric background I can’t access the settings or anything.
