Is it possible for my iPad to still have plenty of room for pics, apps, etc but the iCloud space to be filled?

The default, free, iCloud storage space is 5GB. It can only be increased by subscriptions for either 50GB, 200GB or 2TB.
iPads are available with up to 2TB of device storage for the current Pro models, so yes, a device storage can easily have plenty of space, but for the synchronized data in iCloud to be full.
