can't update past Mojave OS or lose Adobe Suite-like to update Safari to latest-is it possible without upgrading whole OS?

No; as Update to the latest version of Safari - Apple Support explains, Safari becomes upgraded along with macOS. Your options are to use a different browser or pay Adobe for upgraded versions of their software.


If Safari does not meet your needs consider Brave, or Firefox, and in that order.
