How do I delete an app that was approved on ask to buy? If I delete it because I already approved it she can redownload. I want to get TicToc off permanently.

How to delete an app
1. Touch and hold the app.
2. Tap Remove App.
3. Tap Delete App, then tap Delete to confirm.
Keep in mind that some built-in Apple apps can't be deleted from your device, so you might not see the option to delete an app. Here’s a list of built-in Apple apps you can delete from your device. If you can't delete an app that's not made by Apple, disable parental controls, then try deleting the app again.
If you touch and hold an app from the Home Screen and the apps start to jiggle:
1. Tap the Remove iconin the upper-left corner of the app.
2. Tap Delete App, then tap Delete to confirm.
3. Tap Done.
Once an app has been approved with Ask to Buy, your daughter can redownload it again and you won't be prompted to give permission to do so as outlined here: Approve what kids buy with Ask to Buy - Apple Support
How Ask to Buy works
With Ask to Buy, when kids want to buy or download a new item, they send a request to the family organizer. The family organizer can use their own device to approve or decline the request. For example, if a child wants to buy an app, the family organizer can see the app and decide whether to allow it.
If the family organizer approves the request and completes the purchase, the item automatically downloads to the child's device. If the family organizer declines the request, no purchase or download will take place. If a child redownloads a purchase, downloads a shared purchase, installs an update, or uses a redemption code, the family organizer won’t receive a request.

Customize parental controls during setup
When you add a child to your Family Sharing group or set up a device for a child, you can customize parental controls from the start. You can change those settings at any time.
Follow the onscreen instructions during setup to add any of the following:
• Age-related restrictions for content in apps, books, TV shows, and movies
• Downtime and limits for specific apps
• Restrictions for who your child can communicate with
• Approvals for purchases or free downloads
