Icloud account support

It's not allowing me to change my icloud account region. My billing information have changed and i moved to another country and i have no access to any billing details in the same region i was in before (my app store still has purchases on it thats why its not allowing me to change my region until i fi ish with the purchases)


what can i do to change my region and add new billing details from another region so i can update my apps

I tried to add another visa payment method from another region but its unacceptable

because i am not living in kuwait any more and my kuwait visa is not valid so i need ro pay the balance amount from my new region to unblock my i cloud and to use application
