My phone requires a password for every app download and update if screen time is enabled

my apps will not automatically download, even though I have automatic downloads because each app requires a password before it can be downloaded or updated, even if it’s a free app. I can change this setting in my phone but only when screen time is disabled. When screen time is enabled, my phone will not let me change this password setting. Is there a setting in screen time I can change to fix this? I want to enable screen time without needing to type my Apple ID password 127 times to update all my apps.
