Why can’t I add Discover card to Apple Pay on my iphone?
I repeatedly have tried adding Discover card to Apple Pay from my iPhone and Apple Watch. It’s rejected each time. Don’t know why.

From the guide you recently reviewed we see "Apple does not approve or decline cards for use with Apple Pay. If your card was declined, contact your bank or card issuer.". Have you been able to reach out to your card issuer to look into this too?
You'll also want to follow Step 1 of that guide to make sure you meet all requirements. Here's that list and link, just in case: If you can't add a card to Apple Wallet to use with Apple Pay - Apple Support
Check that you're able to use Apple Pay:
• Contact your card issuer to see if they support Apple Pay.
• Update to the latest version of iOS or iPadOS, watchOS, or macOS.
• Make sure that you are in a supported country or region.
• Check that your device is compatible with Apple Pay.
