No 'copy iCloud link' share option in Photos app

When I upgraded to Ventura 13.0.1, the 'copy iCloud link' share option won't show up no matter I chose single/multi photos or create new album, photos can be synced to iCloud with no issue, my iPad and iPhone can access to those photos, I can use my iPhone to share them by 'copy iCloud link', just can't do that anymore on mac, contacted apple support team, they send me a link to let me create a shared albums to solve the issue, but I don't think that how it should be solved.

You can use iCloud to create a link as mentioned here under the "Share photos and videos with an iCloud Link" section:

Also, that article states the following: "You can share photos and videos in your Personal Library. To share an item in an iCloud Shared Photo Library, use the Photos app on a device with iOS 16.1, iPadOS 16, macOS Ventura, or later."

Yeah so this is awesome. I create a highlight video to send to teammates in iMovie. Before I could just drop it in my iCloud folder and then send a link via iMessage to a recipient. Easy. Now I either have to create a separate shared folder and share that folder, or send the entire video via iMessage (after it downloads to my phone) which takes up a ton of space. This is beyond terrible.
