os 13 upon exiting an apps it stays on the dock
The issue is keeping the dock with the essential icons and all the others come when the application is called and go when the application is exited

go into System Settings > Desktop & Dock and turn off "Show recent applications in Dock". (I have mine turned on)
and then they will disappear when fully closed.
