WiFi Call is a Carrier Specific feature. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.

In India the Carrier Airtel says, Airtel WiFi calling is only available on iPhone 6s and later --> https://www.airtel.in/wifi-calling
