If an App doesn't ask if you want Face ID to open it is there any way to apply it to that App?

You are able to use Face ID to log into an app, only if the app supports Face ID to log in.
"If you’re using an app that supports Face ID but you’re not prompted to use Face ID to sign in, you may need to sign in to the app manually first."
