It is always best to purchase a phone in the country where it will be used. This way you can be sure it will connect with local carriers. Also the warranty is only good in the country of purchase and you can't be sure the phone will be serviced in another country.
... and there is nothing anyone here, nor Apple can do to assist you with that issue. You can still purchase an iPhone from another country, but as frazzm737 has already mentioned, there will still be limitations for doing so. As far as cellular service, you will need to contact your preferred cellular provider to ask them, whether or not, they will support service to a non-Pakistani phone.
The main issue we got in pakistan is that most of the devices are blocked or not paid that is the issue!!
