I understand that the temporary storage will expire in 21 days. After I restore data from temporary iCloud back up from my old phone to new phone, will the restored data in my new phone get deleted too after the 21 days? Do I need to transfer them to the new phone’s internal storage?

If you retire the data to your new phone, when the temporary backup expires, it will not remove anything from your new phone. The backup is deleted from iCloud but that doesn't affect your new phone.

So the data restored from iCloud backup will be permanently downloaded to my new iPhone, and it won’t affect my old iPhone as well, right?
