Is this a common error and how can it be resolved?

It may be those tags are taken over for another definition. I just tried to create a Finder tag with ^ and no errors.
Make sure the document isn't open by some other application, and is locally stored on your machine and not on iCloud before trying to tag it.

Covers this error in detail. Be very careful with chown. if you aren't used to using Unix, these commands can with typos create more problems than solve. Just one misplaced space, and you may ruin a folder's rights worse.
Reading more in depth the article has many other commands that one typo can wipe your whole system.
Please use the terminal with alertness better than portrayed in this thread. Backup your system before doing anything rash.
