It's in Keyboard > Input Sources > Edit…
If you start typing "auto-cap" into the search field, that will show you where it is. Double-click Spelling (keyboard) and it will open that pane.
Many things are searchable like that, but some don't appear even if you get all of the words correct.

this does not seem to work for me, it looks like the button does nothing if it is enabled or disabled: auto capitalisation is not working. Is this some issue with the MacOS or am I doing something wrong.

FWIW, auto-capitalization does not work with all apps. It does work in TextEdit, Mail, Pages, Notes. Perhaps others.
