Waiting for a patch could be an open-ended experience. Just for giggles, why not download the trial of VueScan Professional which supports the OfficeJet 8600 without any HP or Apple software/drivers required. If VueScan works with your scanner and generates expected PDF results, then that may be enough to justify its purchase (or not). Certainly gives you vendor independence.
I don't have an HP scanner, but do have a flatbed scanner that Canon abandoned prior to my 2010 VueScan Professional purchase. I have used this ancient scanner on every release of macOS (including Ventura) since that purchase date and have never paid an update/upgrade fee in twelve years to the VueScan vendor. I receive nothing for mentioning VueScan here.
