Hotspot not working

I have IPhone 11. I can’t connect devices to my hotspot (I tried connecting my laptop with Windows and my IPad 4). On my IPad I receive message “Unable to join network “IPhone””. I tried restarting devices and resetting network settings on both.

If you already tried (to no avail) all the steps provided in this support article:--> If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular), I suggest that you contact Apple Support directly, using this link:--> Get Support
