There is an issue with your payment method

“There is an issue with your payment method. Update your payment information to correct the problem and try again.” What’s this mean? I’ve tried everything ! How do I fix this to be able to use my App Store asap..

The first thing on the help page in the link above is to “Contact your card issuer to see if they support Apple Pay.“ Have you tried that? Not every card works with Apple Pay. If none of this is helpful, please contact Apple directly by tapping Get Support at the top of the page.
