Apple Music Resets Playlist Order

I created several smart playlists, and dragged the songs in them to be in a certain order. When I quit Apple Music and restart, the order has reset itself to something that seems random, though every time I re-order the list and quit/restart the songs reset back to the same, incorrect, order. I'm viewing the playlist as "songs," and click the first column (the numbers) and the ^ character is atop the numbers. How can I make the songs stay in the order I want them to be in?

Apparently the workaround does not work, because when I quit iTunes and start it again, all the smart playlists have turned live updating back on by themselves, and re-scrambled the song order. I hope someone knows how to fix this.

I figured out a workaround for this, though it feels like something Apple should address. If you edit the rules for the smart playlist and turn off live updating, the songs remain in the same order.
