Cannot verify payment information
I cannot add my Visa card to Apple Pay.it was added before but I removed today and try to add again but now it says cannot verify payment information.even in wallet I cannot add my Visa card

You may need to sign your device in to your AppleID account:

Also
Apple requires you have the newest iOS version installed on your iPhone for Apple Pay

Try following Apple's step by step method below:
From: Apple Support's article: Set up Apple Pay:
In the Wallet app, tap the Add (+) button .
Tap Previous Cards to add a card that you used previously.
Tap Continue.
Follow the step on the screen to Verify your information with your bank or card issuer.
They might ask you to provide more information or to download an app
before approving your card for use with Apple Pay.
