New MacBook Air can’t find windows laptop to “migrate to mac”

Both the MacBook and windows laptop are on the same Wi-Fi and I’ve left them for ages to find each other. It’s not happening… Is there a way to get this to work? Or another way for them to connect? Any help is appreciated!
