unable to create child account
I cannot create a child account. I get a message to update my payment method but its updated and it still won't let me create the account.

First: As most children’s phones are pass-downs, ensure that it’s totally wiped of ALL of the prior user’s info by following this procedure:

Next, have you first created a family sharing account … presumably with you as the organizer ?

Once you’ve done that, you can THEN create a child’s account. (a child MUST be a member of a family)

I’d suggest using controls to prevent a any child from making changes to their account OR changing their passcode.
Without setting these control options, your child could lock YOU out of their device.
