I am trying to factory reset an iPhone 13 but I don't know that Apple ID password and the number connected with it I no longer use

If it's locked to your Apple ID, you will have to recover access to the account to remove the lock.
If it's locked to someone else's, you'll have to talk to the owner of the account used to lock it. Only they can remove the activation lock.
