Can't add items to Privacy & Security screen

Time to ask the community:

I've had nothing but trouble trying to add items to the Privacy & Security screen, such as Screen Recording or Full Disk Access apps.

I open the app and get a dialog that TextSniper was previously denied access to capture your screen. I open Sys Prefs and go to Privacy & Security, select Screen Recording, click on the + to add TextSniper, but nothing happens. It isn't added to theist below (actually, there are no items in any access list) and TextSniper still doesn't work. this happens with PathFinder and many others.

This new way of setting allowances is so screwed up that I'm ready to downgrade to Monterey but I can't find a DMG to do this.

Any helpful tips would really be appreciated.
