Reading list opening 1/3rd from bottom (oldest) after update, why?

Updated to Ventura 13, have Safari 16.1. MBA 2020 M1. Now when I open my Reading List is it not at the newest added sites, it is about 1/4 from the bottom (older sites).


Here's the hook; On the scroll bar, the white bar icon is at the top (as if it were at the top of the list), but it isn't. When I scroll up, the list jumps, then I have to keep scrolling to get to the actual top (newest). on the list.


Any idea what is going on here and how I can fix it? This is terribly annoying and inconvenient.
