I recently purchased a IMac 24" M1 2021.
Updated to Ventura version 13.
Mac is for personal use.
I'm installing 1TB LACIE rugged SSD Pro.
Planning to use the SSD mainly for photos and Time Machine overall back-up.
What file system is best to use on this Mac? APFS? Mac OS Extended (Journaled) - HFS+? ExFAT?

A new Time Machine backup will be APFS. It will format the drive as such and will take control of the entire drive.
You could create a Time Machine Volume on the drive with diskutil in the Terminal, or partition the drive to dedicate one part for Time Machine and one for other.
The Time Machine drive should be two to three times the size of the data you intend to back up. If the iMac has a 512GB SSD, then you are already at the minimum size recommendation for Time Machine and couldn't use it for anything else.

Do not use the external drive for data storage and for Time Machine backups. Time Machine requires a dedicated external drive. If you are using the drive for data storage on a Mac only, format the drive for your Mac.
To be clear I recommending using separate external SSDs for additional storage and backup functions. If you are going to use only one disk then it should first be reformatted into two partitions. One for each function. However, is the disk large enough for both? I personally use two external LaCie disks for these functions. Never any problems.
