No access to wifi to download iPadOS 16

How can I download iPadOS 16 if I don’t have access to wifi other than via hotspotting my iPhone?

iPad mini 4, iPadOS 15

Visit an Apple Store. They offer Wi-Fi. So do many coffee shops.

Or update using a computer as described in the second paragraph here.
