Saved Stories

If you haven’t done so already, perform a forced-restart of your iPad:

• On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
• On other iPad models: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.

Saved Stories should be visible in the News Sidebar.

If the Sidebar is not visible, tap the sidebar button at top-left of the screen:

Rebooting doesn’t do anything. Just delete the News app and reinstall it from the App Store. This will, however, delete all saved stories and history. Since you can’t retrieve those stories right now anyway, this is pretty much the only option.

Perhaps the OP’s difficulty - and results - will differ from your own experience.

Also be aware that it is possible to remove and reinstall the the News (or other) App(s) non-destructively. Offloading an App will delete the App - but leave its associated data intact. When the App is reinstalled, the existing data is re-associated with the App.

By contrast, in following your suggestion, deleting the App will remove the App and its data - this often being an undesirable outcome.
