I can’t download any apps without a credit card and the app I’m trying to download doesn’t have a credit card and the credit card I have is active and it’s asking for another one can I bypass it

If you want to make purchases or update/ download apps, including free apps, you need to update your payment method or add a new one. 

If you don't want to use a CC, you can use your Apple ID balance as payment method:

See -> Change, add or remove Apple ID payment methods

Change, add or remove Apple ID payment methods – Apple Support (UK) 

• Add first the new card, then remove the old one.

or

• set your Apple ID balance as your default payment method.
