How to format a USB Drive in macOS Ventura Mac OS Extended (Journaled)? Only APFS is possible......

It is possible to do it with diskutil in Terminal but it isn't possible to format a disk using DiskUtility. But formatting it in Terminal is also to solve this problem.

Check the usb stick on another Mac and it is no problem with the stick.

Can't edit this so a reply to myself. With the startup options on the M1 it is possible to format the usb stick but it doesn't do the trick. The same error occurs as above.
