I see you are using Cellular. Try using WiFi. The signal may not be secure enough.

Contact Apple Support:

Confirm if your payment information is accurate and all is up to date. If that is seems correct, but it is still not going through, then, for financial assistance, then you need to contact iTunes - Official Apple Support. They'll see what is going on, and will run you through the fix. If need be, ask them perform a screensharing session with them, so they can see what you are experiencing firsthand, form your perspective.
