Safari wont start on my 2019 27" iMac Ventura 13.0. "Safari quit unexpectedly" is the message every time I try to start. Even after a system reboot. also unable to remove Safari from system in order to re-install. I'm all out of ideas at this point

Two suggestions: First try launching Safari while holding a Shift key. Release the Shift key when safari opens (or crashes).

That action launches Safari without opening any previously opened windows or tabs.

Second suggestion: Read Safari crashes on mac for only one user - Apple Community. That link will open directly to the solution that worked for that user.

also unable to remove Safari from system in order to re-install.

Correct; that cannot be accomplished. The only way to reinstall Safari is to reinstall macOS... which doesn't generally fix anything, but would be the next logical step in case nothing else works.

Segmentation fault: 11 is an indication of defective software; specifically, the app attempted to access an area of memory that it is not permitted to access. Reinstalling macOS is now justified: Reinstall macOS - Apple Support.

Another, more remote possibility is defective memory (hardware). You can try using Apple Diagnostics, but the only result worth acting upon is for it to conclusively identify a specific fault: Use Apple Diagnostics to test your Mac - Apple Support. If it identifies defective memory, you can replace it. Anything else will require a trip to the Genius Bar: Get Support.

Needless to say, if you are using any non-Apple "anti-virus", "cleaning", or "Internet security" products including "banking security", anything at all in that broad category of utterly useless garbage, don't. A lot of things won't work if you do.

The solution in that other Discussion involved deleting certain Safari files, specifically those in ~/Library/Safari and ~/Library/Saved Application State.

You might try that, but doing that sort of thing should never be required. It's really something Apple ought to fix, so I encourage you to contact Apple Support: Get Support. They may determine the cause, and if they can't fix it ask them what you ought to do. In the end you might need to bring your Mac to them to figure out what's wrong.
