Bluetooth not working anymore after upgrading to Ventura

The problem description:

I just upgraded my 2020 intel-based 13inch macbook pro from Monterey to Ventura, and the Bluetooth completely stopped working after that. If I go to System Settings -> Bluetooth, bluetooth button is greyed out, and clicking on it doesn't do anything.

Bluetooth button from menu bar switches on/off, but with no visible effect (it's still off):

Steps taken trying to solve the problem:

I tried every solution proposed under this article -> https://www.rootupdate.com/fix-bluetooth-not-working-on-macos-ventura/, but noting seams to be working. If I go to System Information -> Bluetooth, system is unable to find Bluetooth Controller:

Any ideas how to solve the issue?

MacBook Pro 13″, macOS 13.0
