MacBook Air won’t charge; how can I troubleshoot?

My MacBook Air is almost out of power but won’t charge. I’ve checked the outlet and the charging chord connections, and all looks good. This happened once before, and after I shut the computer down and started up again, the computer would charge once again. This time, the shut down and re-start are not helping.
