Blue or Green bubbles. iMessage is enabled

iPhone XR only sending messages in green. iMessage is on. Sending messages to my son or daughter, both have iPhones with iMessage enabled. Shouldn’t message bubbles be blue?

Go to Settings>Messages>iMessage. Make sure that is turned on and connected. If you have problems, see this. If you can’t turn on or sign in to iMessage or FaceTime - Apple Support
